Singapore Consular Legalization Procedures (Latest Updated 2023)

1. Documents to be prepared when Singapore consular legalization

Just like when performing other consular legalization, when doing Singapore consular legalization, you also need to prepare general documents in accordance with the provisions of Vietnamese law as follows: 

Consular legalization declaration according to the prescribed form (the form can be found here );

Present the original of the ID document when submitting the application, including: Identity card, passport or a valid substitute for Passport;

Papers and documents requested for consular legalization and enclosed with 01 photocopy of these papers and documents for storage at the Ministry of Foreign Affairs

  • Note: In case the papers and documents requested for consular legalization have two or more sheets, they must be stamped with a border between the sheets or be tied with strings, glued or applied other forms of security. so that the sheets of such papers and documents cannot be changed.

Papers and documents requested to be translated into Vietnamese or English

  • Note 1: This translation does not need to be authenticated, the applicant is solely responsible for the accuracy of the translation
  • Note 2: Papers and documents do not need to be translated into Vietnamese or English in case: are papers and documents made in Russian, French, Spanish, Chinese, German and requested to be legal. consular legalization at the respective representations in Russia, France, Spain, China, Germany. 2. Singapore consular legalization process

STEP 1: Prepare papers and documents in Singapore

For Enterprise-related documents such as: Certificate of establishment of the enterprise, Certificate of business operation, Business profile (details of items such as name of Director, number of shareholders, shares ,…), some other certifications of the company, etc. You must contact and purchase these hard copies from the Accounting Authority or the Singapore Corporate Regulatory Authority (This agency in Singapore is called  ACRA – Acconting Corporate Regulatory). Step 2: Consular legalization at the Singapore Judicial Academy

Note: From January 20, 2021, the Singapore authority with consular certification of documents in Singapore is the Singapore Judicial Academy, not the Singapore Ministry of Foreign Affairs.

To get consular certification at the Singapore Judicial Academy, you need to do the following:

  • Submit a request for consular certification/legalization online in Singapore 
  • Pay fees by Visa or MasterCard; and
  • Click on “Appointment Booking” to book an appointment for Consular Legalization;
  • Receive confirmation email with Consular Certification Fee Invoice; Print this confirmation and Invoice.
  • On the appointment date, bring a printed copy of the Confirmation Email and the application form, along with the documents required for consular certification to the Office of the Judicial Academy of Singapore to submit:
    • 1 Supreme Court Lane, Level 5M, Singapore 178879
  • Application time is 9:00 am to 4:30 pm.

Note:

  • This step only applies to documents notarized/certified in step 1.
  • Original documents issued by the Singapore government, such as marriage registration, birth certificate, are exempt from steps 1 & 2 above.

Step 3: Diplomatic confirmation in Singapore

This step means that you need Consular Legalization at the Singapore Embassy / Consulate in Vietnam. 

You submit documents that need consular legalization to

  • Singapore Embassy in Hanoi: 41-43 Tran Phu, Dien Ban, Ba Dinh
  • Consulate General of Singapore in Ho Chi Minh City: 11th Floor, Saigon Center, 67 Le Loi, Ben Nghe, District 1

Application time: 9:00 - 11:30 from Monday to Friday (excluding public holidays)

Step 4: Consular legalization Ministry of Foreign Affairs of Vietnam

You prepare documents according to the request of consular legalization of the Ministry of Foreign Affairs of Vietnam, and submit to one of the following two addresses:

  • Consular Department (Hanoi): 40 Tran Phu, Dien Ban, Ba Dinh
  • Department of Foreign Affairs of Ho Chi Minh City: No. 184 bis Pasteur Street, Ben Nghe Ward, District 1

You can apply in person or send it by post.

Processing time is usually 1 to 5 business days.
