Procedure for replacing a driver's license when the original documents are lost

1. Can a driver's license be reissued if the original documents are lost?

According to the regulations stated in Circular 38/2019 (amendment and supplementation to Circular 12/2017) regarding training, examination, and issuance of driver's licenses (GPLX) for road vehicles, individuals who need to apply for the reissuance or replacement of a driver's license due to loss or damage of the original documents are eligible to do so.

In the case of losing the original documents of a motorbike driver's license but still having a valid driver's license, the documents can be reestablished and a new license can be issued. However, if both the driver's license and the original documents are lost, the individual will need to retake the theory and practical exams.

For a lost original driver's license of a car, if the license is still valid and the individual's name is recorded in the registry of the licensing authority, the documents can be reestablished. If both the driver's license and the original documents are lost, and the license has expired but the individual's name is recorded in the registry of the licensing authority, they will need to retake the theory and practical exams to have the documents reestablished and a new driver's license issued.

In the case of losing both the original documents and the driver's license, and if the licensing authority does not find that the license has been confiscated by the competent authorities, the individual can take the theory and practical exams after 12 months from the date of submitting the required documents according to the regulations, in order to have the driver's license reissued.

However, if both the original documents and the driver's license are lost, the individual is not allowed to apply for reissuance or replacement. They must undergo the examination process to obtain a new driver's license from the beginning.

2. Procedure for replacing a driver's license when the original documents are lost.

In the case of losing the original documents but the driver's license is still valid, the procedure to apply for a replacement driver's license includes: a request form for the replacement of the driver's license, a declaration form stating the reason for the loss of documents, a health certificate issued by a district-level or higher general hospital, a photocopy of the driver's license, and three 3x4 color photos.

If both the original documents and the driver's license have expired, you need to prepare the same documents as mentioned above, with the only difference being the use of the original driver's license.

According to the regulations stated in Circular 188/2016 by the Ministry of Finance, the fee for applying for a replacement driver's license is 135,000 VND per application.
