Is it possible to reissue a lost B2 driver's license?
According to the latest regulations in Circular No. 12/2017/TT-BGTVT, effective from April 15, 2017, the procedures are as follows:
In case you only lost your B2 motorcycle driver's license but still have the original documents: If the person with the lost driver's license is in their first instance, still within the validity period, and their name is listed in the examination management agency's records, when checking the driver's violations in the national unified driver's license management database (you can check the driver's license online here), and if there is no record of the license being confiscated or processed by the competent authorities, after 2 months from the date of submitting the complete documents as required, the driver's license can be reissued.
If the person with the lost driver's license is in their second instance within a 2-year period from the date of reissuing the driver's license in the first instance, if their name is listed in the examination management agency's records, when checking the driver's violations in the national unified driver's license management database (you can check the driver's license online here), and if there is no record of the license being confiscated or processed by the competent authorities, after 2 months from the date of submitting the valid documents as required, they must retake the theory test to reissue the driver's license.
If the person with the lost driver's license is in their third instance or more within a 2-year period from the date of reissuing the driver's license in the second instance, if their name is listed in the examination management agency's records, when checking the driver's violations in the national unified driver's license management database (you can check the driver's license online here), and if there is no record of the license being confiscated or processed by the competent authorities, after 2 months from the date of submitting the complete documents as required, they must retake both the theory and practical tests to reissue the driver's license.
What are the procedures for reissuing a lost driver's license?

- Request for reissuing the driver's license according to the prescribed form (the Department of Transport will have the form).
- Original documents corresponding to the driver's license (if available).
- Health certificate of the driver issued by the authorized medical facility, valid for less than 6 months.
- Copy of identification card, citizen identification card, or passport with a valid expiration date and the identification number (for Vietnamese citizens) or a passport with a valid expiration date (for foreigners or Vietnamese citizens residing abroad).

When performing the procedures to reissue the driver's license at the Directorate for Roads of Vietnam or the Department of Transport, the driver should submit a set of documents, have a direct photo taken, and present the original copies of the mentioned documents (excluding those already submitted) for verification. After a period of 2 months from the date of submitting the complete documents, having the photo taken, and paying the required fees, if there is no record of the driver's license being confiscated or processed by the competent authorities, and if the driver's name is listed in the examination management agency's records, the driver's license will be reissued.
How long does it take to receive a driver's license?
According to Circular No. 12/2017/TT-BGTVT, if there are no irregularities or deficiencies found in the application and documentation, the Department of Transport will process and issue a new driver's license within 2 months. However, the waiting time for a replacement license can sometimes be longer compared to obtaining an B2 driver's license. The waiting time for an B2 license replacement is also 2 months, which is considered quite long. Therefore, if you have lost your B2 license, it is not advisable to apply for a new B2 license without declaring the loss. The new B2 driver's license is made of PET material and its information can be verified in the nationwide driver's license database. Hence, you will be required to wait for the replacement license.
How much is the fee for replacing an B2 driver's license?
According to regulations, the fee for applying for a replacement driver's license is the same as the fee for obtaining a new driver's license, which is 135,000 Vietnamese dong.
Where can I apply for a replacement B2 driver's license? When you go to the Vietnam Road Administration or the Department of Transport to apply for a replacement driver's license, you need to submit a set of documents, have your photo taken, and present the original copies of the mentioned documents (excluding the ones already submitted) for verification. If everything is in order, the Department of Transport will issue a new driver's license for you according to the scheduled appointment.
