Health check driving license exam

The latest regulations on issuing and exchanging driver's licenses require that all cases of license renewal or replacement must include a health certificate issued by a qualified medical institution. This regulation aims to ensure that drivers who are obtaining a new license meet the necessary conditions to operate motor vehicles. The procedures related to the health certificate (medical examination paper) when applying for the exchange or renewal of driver's licenses for various types of vehicles, such as cars and motorcycles, include the following:

• The issuing authority for the health certificate for operating motor vehicles
• The validity period of the health certificate
• The procedures for the medical examination to obtain the health certificate

Under the previous regulations, individuals applying for license renewal or replacement were required to submit an application for renewal or replacement, along with the original and a copy of the driver's license (if still valid), and the health certificate issued by a qualified medical institution. However, according to the current regulations, the wording of the health certificate has been modified to specify that it is issued by a qualified medical institution according to the regulations, with the following exceptions: a) Individuals holding A1, A2, A3 driver's licenses b) Individuals converting to an A4 driver's license, with a valid car driver's license for more than 3 months, converted from paper to a PET material driver's license c) Cases of separate driver's licenses with or without expiration dates

Therefore, according to the latest regulations, the requirements for the health certificate when exchanging driver's licenses are as follows:

• Individuals holding A1, A2, A3 driver's licenses are not required to submit a health certificate when exchanging their licenses
• When exchanging driver's licenses for car categories (from category B, C, D, E, F, etc.), a health certificate must be included in the application, regardless of the validity period of the current driver's license

(Note: If the driver's license has expired for less than 3 months, the renewal or replacement procedure can be carried out without taking a test. If it has expired for more than 3 months but less than 1 year, a theory test must be retaken. If it has expired for 1 year or longer, both the theory and practical tests must be retaken)

• Cases of separate driver's licenses (with or without expiration dates) do not require a health certificate
• The validity period of the health certificate for drivers is 6 months from the date of the medical examination.

• The health examination fee for drivers (excluding tests and X-rays) is 160,000 VND/person (regulated in Circular 37/2018/TT-BYT and related documents on the maximum price for medical examination services).
• To change to a level-4 online driver's license (receiving the license at home) on the National Public Service Portal, it is required to have an electronic health examination certificate. If it is not possible to get the examination at hospitals that support issuing electronic health examination certificates or have data connectivity for driver health examination, after obtaining the health examination certificate at another healthcare facility, it is necessary to go to the ward, commune People's Committee to authenticate the electronic health examination certificate. Where to get a health examination for changing driver's licenses:
• Individuals who want to change their driver's license must get a health examination for changing the driver's license at one of the following authorized healthcare facilities: Provincial General Hospital, Regional General Hospital; District-level General Hospital, City General Hospital; Private General Hospital; General Clinic meeting the necessary conditions (as announced by the Provincial Health Department, City belonging to the central government on the list of qualified conditions).
