Notarized Translation of Driver's License
- Done in Vietnam: Before flying to Taiwan, you need to notarize and translate your Vietnamese motorbike driver's license, then legalize this notarized document at the Consular Department and get it confirmed at the Taipei Economic and Cultural Office.
- Done in Taiwan: If you are unable to notarize it in Vietnam in time, you can directly go to the Vietnamese Economic and Cultural Office in Taipei to notarize the translation.
ARC Card
Before applying for a license conversion, make sure you have an Alien Resident Certificate (ARC), also known as a residence permit in Taiwan. If you don't have an ARC, you need to apply for it within 15 days from the date of entry into Taiwan (for resident visa). In the case of entering Taiwan with a visitor visa, you need to wait until you can convert it to a resident visa before applying for an ARC.

Health Check
You need to have a health check certificate issued by one of the recognized hospitals in Taiwan. Refer to the list of hospitals here. Remember to bring your ARC card along with a 3x4 size photo.
License Conversion
Finally, after having the notarized translation of your Vietnamese driver's license, ARC card, health check certificate, and a 3x4 photo, you bring the documents to the motor vehicle supervision offices to proceed with the license conversion process.
