Understanding the FE driver's license according to current regulations

What is the FE driver's license?
1. F category driver's license
Based on Article 12, Clause 12 of Circular No. 12/2017/TT-BGTVT, the F category is defined as follows:
"Article 16. Driver's license classification
The F category is issued to individuals who already hold B2, C, D, and E category driver's licenses to operate corresponding motor vehicles, including articulated vehicles with a design weight exceeding 750 kg, semi-trailers, and articulated passenger vehicles, as specifically regulated below:
a) FB2 category is issued to drivers to operate vehicles specified in the B2 category driver's license, including articulated vehicles, and to operate vehicles specified in the B1 and B2 category driver's licenses.
b) FC category is issued to drivers to operate vehicles specified in the C category driver's license, including articulated vehicles, semi-trailers, and to operate vehicles specified in the B1, B2, C, and FB2 category driver's licenses.
c) FD category is issued to drivers to operate vehicles specified in the D category driver's license, including articulated vehicles, and to operate vehicles specified in the B1, B2, C, D, and FB2 category driver's licenses.
d) FE category is issued to drivers to operate vehicles specified in the E category driver's license, including articulated passenger vehicles, and to operate vehicles specified in the B1, B2, C, D, E, FB2, and FD category driver's licenses."
2. What vehicles can an FC driver license drive?
Specifically, drivers with an FC driver license are allowed to operate vehicles as regulated by the C driver license, including trailers, tractor-trailers, and vehicles specified in the B1, B2, C, and FB2 licenses. Therefore, individuals with an FC license can drive the following vehicles:
Specialized motor vehicles with a gross weight design under 3,500kg (similar to B1, B2, C licenses)
Passenger vehicles with up to 9 seats including the driver's seat (similar to B1, B2, C licenses)
Trucks including specialized trucks with a gross weight design under 3,500kg (similar to B1, B2, C licenses)
A towing vehicle pulling a trailer with a gross weight design less than 3,500kg (similar to FB2 license).
In addition, they can also drive trucks, including specialized trucks and vehicles with a gross weight design equal to or greater than 3,500kg (similar to C license),
A towing vehicle pulling a trailer with a gross weight design equal to or greater than 3,500kg.
3. What vehicles can an FE driver license drive?
An FE driver license allows the holder to operate vehicles within the regulations of the E license, including trailers and articulated passenger vehicles. Additionally, with an FE license, individuals are allowed to drive vehicles specified in the B1, B2, C, D, E, FB2, and FD licenses. Currently, the FE driver license is the highest level of driver license in Vietnam.
Specifically, after obtaining an FE license, drivers can operate the following vehicles:
Passenger vehicles with more than 30 seats (similar to E license),
Trucks including specialized trucks with a gross weight design less than 3,500kg (similar to B1, B2 licenses),
Specialized motor vehicles with a gross weight design under 3,500kg (similar to B1, B2 licenses),
Trucks including specialized trucks and vehicles with a gross weight design equal to or greater than 3,500kg (similar to C license),
A towing vehicle pulling a trailer with a gross weight design less than 3,500kg (similar to FB2 license),
A towing vehicle pulling a trailer with a gross weight design equal to or greater than 3,500kg (similar to FC license).
