1. Eligibility for the issuance and replacement of driving licenses by the police force:
Officials and soldiers of the police force who possess driving licenses issued by the police force after July 31, 1995, that are still valid, when leaving the police force or retiring.
Individuals who possess motorcycle driving licenses issued by the police force before August 1, 1995, and are damaged and have a need for replacement, listed in the record; driving licenses that are not expired according to regulations, have been erased, torn, or no longer meet the necessary criteria for replacement or have differences in identification.
Individuals with labor contracts in the police force for 12 months or more, civilian students of police academies, and district police academies who possess driving licenses issued by the police force, in case they do not continue to serve in the police force and their driving licenses issued by the police force expire before March 15, 2021, but no more than 07 months, can be replaced until July 31, 2021.
2. Documents required for the issuance and replacement of driving licenses by the police force:
2.1. Document for driving licenses issued by the police force from August 1, 1995:
- Application for the replacement of driving license according to prescribed form;
- Copy of the Decision to leave the police force or retire issued by competent authorities;
- Health certificate of the driver issued by authorized medical facilities according to regulations, except for the replacement of A1, A2, A3 driving licenses;
- Copy of the valid driving license issued by the police force, identity card or citizen identity card or passport with a valid identity card or citizen identity card number recorded.
2.2. Conversion of Driving License Records issued by the Police Department for civilian students of People's Police schools before July 31, 2020:
- Application for conversion of driving license according to the prescribed form.
- Medical certificate of the driver issued by the authorized medical unit according to regulations, except for the conversion of A1, A2, A3 driving licenses.
- Copy of driving license, identity card or citizen identification card or valid passport with the written number of the identity card or citizen identification card.
- Copy of Graduation Recognition Decision from Schools and Institutes within the People's Police.
- Original documents issued by the Police Department, including: Application for examination, issuance, conversion of driving license with confirmation from the head of the unit where the individual works; Driver's health certificate; Certificate of completion of the driver training program; Summary of driving test results. Quantity: 01 set.
3. Document submission methods
Citizens can submit their driving license conversion application to the Police Department at: Vietnam Road Administration or Department of Transport, through the following methods:
Direct submission: Individuals or organizations will submit their documents directly to the receiving location of the Vietnam Road Administration or Department of Transport.
Online submission: Individuals or organizations will scan and submit their documents online on the National Public Service Portal, register at the website address https://dangky.dichvucong.gov.vn/register
4. Implementation process:
- After receiving the citizen's request documents, the Vietnam Road Administration or Department of Transport is responsible for verifying the documents upon receipt; in case the documents do not comply with the regulations, the individual must be notified directly or in writing of the required additional or revised content within 02 working days, counting from the date of receiving the documents.
- In case of suspicion, the issuing authority of the driving license will send a written request to the Traffic Police Department under the Ministry of Public Security or the Department of Transport to verify the driving license.
- Individuals who submit their documents in person are responsible for fulfilling the obligation to pay the driving license issuance fee upon receipt of the documents according to regulations.
- When submitting the documents, the driver will have their photo taken directly at the issuing authority and present the original copies of the documents for verification, except for the ones that have been submitted.
- Within 05 working days, counting from the date of receiving the complete and compliant documents, the Vietnam Road Administration or Department of Transport will proceed with the conversion of the driving license; in case the driving license is not converted, a clear explanation and reason must be provided.
- When converting the driving license, the issuing authority will keep the driving license conversion documents (copies for those converted by the Police Department) for a period of 02 years from the date of issuance of the driving license; the old driving license will be cut and handed over to the driver for safekeeping.
The fee for this procedure is 135,000 VND per conversion.
